Robert Kelly was born in Chicago in 1967. He came from a one parent family and claims to have been sexually abused by an older woman. He was encouraged to sing at school and performed in the street under the tracks of Chicago's elevated railway. He formed the group MGM ( Musically Gifted Men ) with three other guys. They won a TV talent show, Big Break and released one single "Why You Wanna Play Me" , an average new jack swing workout, very much in the style of Bobby Brown.
The group disbanded shortly afterwards and Robert picked up three new minions to form Public Announcement. "She's Got That Vibe" was their debut single in November 1991. It's firmly in the new jack swing style with a sample from Brown's My Prerogative and an insistent hook. The lyrics concern leching at a girl at a club and are permanently blighted by a reference to a teddy bear and more damningly the line "Little cute Aaliyah's got it " referring to his ill-fated prodigy who was just 12 at the time. This has been edited out in later pressings but the damage was done. The song was a much bigger hit two years later.
